PUBLIC PARTICIPATION AND ACCESSIBILITY

Viewing of City Council Meetings:
- In-person – City Council Chambers, 613 E. Broadway, 2nd Floor, Glendale, CA 91206
- Live Broadcast via Glendale TV, viewable on Spectrum Cable, channel 6, and AT&T U-verse, channel 99. Meetings are also streamed on the City webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on the Cablecast app under "Glendale TV". Meetings are also archived on the City Website for viewing anytime at glendaleca.gov/agendas.
ADA Accessibility and Translation Services:
In compliance with the Americans with Disabilities Act (ADA) of 1990, auxiliary hearing aids, sign language translation, and Braille transcripts are available upon request. Assisted listening devices are available same-day upon request. The City Clerk’ office should be notified 72 hours (three business days) or as soon as practicable for requests regarding sign language translation and Braille transcription services; please direct all accessibility requests to (818) 548-2090. For translations, please specify the language for which you require translation. The exclusive use of City provided interpreters is not required and persons are welcome to use their own interpreter or speak in their native language.

PUBLIC COMMENT GUIDELINES
The City Council welcomes public input at City Council meetings. Public input at Council meetings is regulated by the City Council’s Rules of Order, Procedure and Decorum for the Conduct of City Council Meetings as set forth in Resolution No. 25-76, which will be summarized below.
Written Comments and Documents:
Public comments received in writing will NOT be read aloud at the meeting but will be part of the meeting record. Written public comments can be emailed to [email protected], and will be uploaded to the City website as an attachment to the agenda item. When submitting a public comment, please make sure to include the following :
- Name (optional); and
- Agenda item to which you are submitting public comment
- Submit no later than 12:00 p.m. on the day of the City Council meeting. Correspondence received after this time may not be distributed until the following business day.
All documents related to open session items on this agenda that are received less than 72 hours prior to this meeting, and are public records, will be available for review in the Office of the City Clerk, 613 E. Broadway, Room 110, Glendale, CA 91206.
Public Comments During Council Meeting:
Public Comments during Community Event Announcements, First and Second Periods of Oral Communications and agenda items will be governed as provided in the descriptions for those items on the agenda below. Pursuant to State law, the City Council may not discuss or take action on any item not appearing on the meeting agenda, except that members of the City Council or staff may ask a question for clarification or briefly respond to statements made or questions posed by persons exercising public testimony rights (Government Code Section 54954.2). Staff may be asked to follow up on such items.
Submitting Speaker Cards or Calling In for Public Comment:
Speaker cards must be submitted and telephonic participants must call in and be in the call-in queue as follows:
- Community Event Announcements or First or Second Period of Oral Communications: PRIOR TO the commencement of the specific comment period
- Consent Calendar Items: BEFORE a motion is made on the consent calendar
- Other agenda items, including Action items: PRIOR to the completion of the verbal staff report (unless waived by the Mayor)
Any audio-visual files displayed by speakers must be emailed to the Clerk’s office by 12:00 pm on the day before a Council meeting.
